Maureen Adamo made a motion and Cheryl Hladick seconded it, to accept the minutes of the July 24, 2002 minutes, and the motion was passed 10 0. Old Business: The Chairman reported to the Council that he again discussed increasing the Councils mailings with Dr. Bettencourt. The concern that was brought up by Dr. Bettencourt was the lack of his staffs time to devote to this project. The Chairman asked for a volunteer to help get the mailings out, and Martha Matsuda consented. The Chairman reported that he had not contacted the Norfolk County District Attorneys Office concerning the legality of the Council not following open meeting rules. The Chairman will host the first Parents Group meeting, which is tentatively scheduled for Saturday, October 5, 2002. The final date will be announced at the September meeting. The date of the September meeting is Thursday, September 26, 2002 (later changed to Wednesday, September 25). The Chairman introduced Allan Fraser who headed the subcommittee that drafted the Councils bylaws. Allan handed out a copy of the proposed bylaws to everyone in attendance and a general discussion followed. Allan Fraser made a motion and the Chairman seconded it, to accept the bylaws and the motion was passed 10 0. There will be one exception to the bylaws for this year. The annual election cycle for last year will be changed from April, May and June to September, October and November of 2002. The Council will resume the annual election schedule as stated in the bylaws in 2003. Denise Johnson, Chair of the Outreach Subcommittee reported. They have made up a brochure about the Council, but have not been able to print it out. The committee would like to get the brochure out to all Medway students. The Chairman suggested that the executive officers of the Council approve the brochure. The dates of the Councils meetings through the end of the year are as follows: Thursday, September 26, 2002 (later changed to Wednesday, September 25) Wednesday, October 16, 2002 Wednesday, November 20, 2002 Wednesday, December 18, 2002 Denise Johnson, Chair of the Outreach subcommittee, asked for volunteers to staff tables at the school Open House nights. The Chairman volunteered. New Business: The Chairman reported that he has contacted the Massachusetts Advocacy Center and MASSPAC. The Chairman proposes that the Council join MASSPAC, at the cost of $150 per year. He will put up the money, and be reimbursed by the Council as soon as there is enough money. The Chairman asked for volunteers for the positions of Vice-Chair and Treasurer. Allan Fraser volunteered for the position of acting Vice-Chair and Denise Johnson volunteered for the position of acting Treasurer. The Chairman discussed implementing a Resource Library that would be housed in the Medway Public Library. He asked for a volunteer to approach the library about finding space for this project. Brenda McConville volunteered for this project. The Chairman reported that the town is supposed to provide the Council with training, so everyone should think about what kind of training they would like. There was a general discussion about the School Committees interaction with the Council. The Chairman announced that the School Committees liaison to the Council is Alan Himmelberger. Mr. Himmelberger has been formally invited to the Councils meetings. There was a discussion about the upcoming audit. Susan Nichols from the Department of Education is the coordinator. As a part of the audit, the Department of Education is interviewing 50 parents. The Special Education Department is selecting the parents for the Department of Education to interview. Those who wish to be interviewed should contact the Special Education Department. The Chairman proposed the formation of 2 permanent subcommittees: Finance They would be responsible for reviewing the Special Education Department annual budgets. There will be 5 members, including the Chair and the Treasurer. Hiring The Council would be involved in the interview process for both service providers and administrators. A general discussion followed. Every member of the Council should invite all of his/her childrens teachers and service providers to the Councils meetings.
