Acting Chairman McConville reported that he had requested from Superintendent Bettencourt that the Council be able to increase the mailings from 4 per year to 10 per year. Acting Chairman McConville discussed the memo that he received from Superintendent Bettencourt’s office concerning the legality of the Council having an Executive Session. Mr. McConville stated that he would investigate this issue with the Norfolk County District Attorney’s Office. Acting Chairman McConville stated that Council should spin off a Parents’ Group that could meet on Saturday mornings. He graciously volunteered to have the first meeting at his house sometime in September. Director of Student Services, Judy Hoyer, then discussed the Council’s role in the Education Department Audit that will be taking place in February of 2003. She will need the following items: a. Council’s bylaws b. Council’s membership list, which is the mailing list c. Council’s meetings agendas Acting Chairman McConville asked for a volunteer to chair a subcommittee to develop the Council’s bylaws. Marybeth Fraser graciously accepted the position, and she volunteered the services of Allan Fraser. Matt McConville also volunteered for the committee. The committee needs to submit a draft of the bylaws no later than the October Council meeting. Acting Chairman McConville asked for volunteers to set up an outreach subcommittee to attract more members to the Council. Denise Johnson, Chair, Cheryl Hladick, and Wendy Burr graciously volunteered. They will report back with preliminary plans at the August Council meeting. A motion was entertained and passed 9 – 0 to move the September meeting to Thursday, September 26. Acting Chairman McConville proposed the following agenda for the next 10 Council meetings: a.  August 2002: Either a speaker about writing IEP’s or an Advocate b.  September 2002: Superintendent Bettencourt has been invited to speak c.  October 2002: Open house for all service providers: Speech &     Language Therapists, Occupational & Physical Therapists, Psychologists, Social Workers, and the like d.  November 2002: A speaker on how to help our children deal with social issues e.  December 2002: Speech & Language Professional and Holiday Party   f.  January 2003: Speaker to discuss college, Curry(?)   g.  February 2003: Speaker on early childhood development   h.  March 2003: Speaker on transitioning to middle school and related  issues   i.  April 2003: Candidates for School Committee Open House   j.  May 2003: Speaker on Sensory Integration Dysfunction   Acting Chairman McConville informed the Council that when there are official bylaws, there would be an election within 60 days of that time.
