The meeting was opened with the election of officers. Marybeth Fraser, Election Coordinator, took over as acting Chairperson. Ms. Fraser opened up the floor to vote on the nomination of Matt McConville for Chairperson. A voice vote was taken and it was unanimous. Chairman McConville then chaired the meeting. The Chairman opened up the floor to vote on the nomination of Allan Fraser for Vice-Chairperson. A voice vote was taken and it was unanimous. The Chairman opened up the floor to vote on the nomination of Martha Matsuda for Secretary. A voice vote was taken and it was unanimous. The Chairman opened up the floor to vote on the nomination of Denise Johnson for Treasurer. A voice vote was taken and it was unanimous. The election of officers was then concluded. Next, Dr. Bettencourt, the Superintendent of Schools, was introduced. Dr. Bettencourt began by summing up why he feels privileged to be a part of the Medway community. He then discussed the fiscal challenges that the town faces. The first is that 30% of the school budget comes from the state. In the coming years either reduced or level funding is being projected due to the economic downturn. The second is that of town growth. With more children, we need more school resources, yet the population grows faster than the tax base. Finally, Dr. Bettencourt estimates that he will need about $1 million to get the new high school up and running. Dr. Bettencourt then took questions from the parents. One parent wanted to know how the special education budget is determined. Dr. Bettencourt explained that it is based on the needs of the children that are on education plans and historically it is 18-21% of the total school department budget. Another parent noted that there is no space at the McGovern School for specialists. Another parent asked Dr. Bettencourt to look into joining the BICO collaborative. Some of the parents asked Dr. Bettencourt about the possibility of needing an override again. The Chairman then discussed the Council’s role on this issue. He believes that this is one of the functions of the Council and the School Committee, to educate the public on the possibility of a need to pass an override. The Chairman proposed that the Council should advise the town on space needs in the schools. The Chairman proposed the formation of a subcommittee to meet bimonthly and advise the Superintendent and then advise the Council. This discussion was then tabled until the December meeting. Dr. Bettencourt then requested that the Council include both the School Committee and Director of Student Services, Judy Hoyer, in any discussions with him. The Chairman proposed the formation of a subcommittee to look for and develop grants for the schools and the Council. This discussion was then tabled until the December meeting. The Vice-Chairman then discussed the possibility of bringing in a Strategic Planning Facilitator to help the Council. S/he would help the Council develop 5 to 7 strategic goals. He will look into this and report back to the Council at the January meeting. The Chairman entertained a motion to accept the minutes of the October 16, 2002 meeting. Denise Johnson made the motion and Helen Butcher seconded it.  The motion was passed 15 – 0. Old Business: The Chairman discussed getting the word out about the Council. One parent brought up the idea of the Council sending out a newsletter. She suggested that the newsletter could have stories about what the Council is involved in, and its future plans. Another parent suggested that the Council reach out to the Elementary School Parent Teacher Organization, the Secondary Home and School Association, and the Medway Foundation for Education. All of these groups share many of the same concerns. The Chairman reminded the Council that it is unique in that state law requires it. The Chairman reported on the Learning Disabilities Association of Massachusetts (LDAM) Conference that he attended on November 2, 2002. MASSPAC also provided training at the conference. The Chairman met Suzanne Peyton who is the Executive Director of MASSPAC. The Chairman offered to have Medway co-host a regional seminar on special education in the spring for parents, service providers and educators. It’s up to MASSPAC to respond to our offer. If they accept our offer, there will be a need for volunteers. Dr. Bettencourt supported this idea. New Business:   The Chairman told the Council that he met a book distributor at the LDAM Conference who would be willing to give us a discount. Everyone should think about materials that they want to see in the Council’s library. We have the $400 grant money to use by the end of the fiscal year.   The Chairman told the Council about the PACs in different towns and how they create different models to follow. For example, the Concord PAC has 3 Co-Chairs, has never raised a nickel, has had a number of renowned speakers, and has a website that is incredible. The Medford PAC has unprecedented influence with the School Committee. The Stoughton PAC has had more than $7,000 in the bank and has elected school committee members from among its ranks. The Chairman wants Medway to be “the best Council” and to model best practices wherever it sees them.   The Chairman discussed an idea for attracting more parents, submitted by Martha Matsuda’s husband. The Council should send out a questionnaire, to all potential members, as to what they would like from the Council. To maximize the number of responses that we receive, we should have the responses mailed back, given online, and have a drop off box. The Chairman will need help developing the questionnaire at a later date.   The Chairman told the Council that he and Barbara Hutt would be attending a seminar on grant writing on Tuesday, December 1, 2002.
